在全县组织宣传政法武装工作会议上的讲话二
根据大会统一安排,我对去年全县组织工作做简要回顾,并对落实好XX年全县组织工作任务讲几点具体意见,最后还请邹书记作重要指示。
一、认真总结XX年组织工作,进一步找准推进全县组织工作创新发展的突破口
XX年,在县委的正确领导下,全县各级党组织和党务工作者按照年初组织工作会议的总体部署,以“加强党的先进性建设和执政能力建设”为主线,以县乡领导班子换届和“基层组织建设年”活动为重点,不断拓展工作思路,创新工作方法,加大工作力度,大力加强领导班子、干部队伍、人才队伍和党的基层组织建设,较好地完成了全年工作任务,呈现了一些亮点。
一是县乡领导班子换届圆满完成,各级领导班子建设得到加强。紧紧抓住人大代表的提名和选举、领导班子拟任人选的考察和配备、候选人的推荐介绍和代表(委员)大会选举等关键环节,强化督察指导,加强思想政治工作,严肃组织人事纪律,确保了换届工作的健康顺利进行。加强了对干部工作重点、难点问题的探索研究,积极探索群众民主推荐与常委会成员实名推荐领导干部办法,全面推行干部任免群众测评票、全体县级领导征求意见票、常(全)委会票决票“三票制”,制定出台了《关于进一步加强干部队伍建设的决定》、《县级领导干部“四联四包”工作责任制考核办法》等文件,进一步改进完善了领导班子和领导干部年度考核实施办法,有效激发了干部队伍活力。
二是培训形式和工作机制不断创新,干部教育培训工作实现新突破。建立干部教育培训申报审批、点名调训、组织部派员跟班、学员参训情况通报、学习成效评估及干部学习培训经费核销管理等一系列制度,首次与省行政学院、西北农林科技大学和苏南地区干部教育培训机构取得联系,并组织12名县级领导和61名科级领导到苏南地区考察学习,组织43名村干部到西北农林科技大学学习、6名村干部到华西村学习,构建了我县干部教育培训的新平台。
三是“三级联创”活动深入推进,基层组织和党员队伍建设活力进一步增强。建立了“承诺销号”、年度注册、定期考评、情况反馈和“不作为告诫”等制度,不断深化 “双承诺”和“双向” 管理活动。制定出台《村党组织“五步”工作制度》和村干部坐班制度,村党组织工作运行进一步规范。通过在农村青年中大力发展懂技术、会经营的产业大户和致富能手入党,在机关事业单位大力发展技术骨干和优秀青年入党,在高中学生中培养和发展新党员,使党员队伍结构得到明显改善。同时,机关、社区、非公党建工作得到稳步推进,城关镇北街社区的综合示范水平得到提升,新经济组织和新社会组织中党组织覆盖面得到扩大。XX年6月,我县被省委授予“农村基层组织建设先进县”荣誉称号。
四是厚待基层党员干部机制得到健全,基层党员干部工作和生活环境明显改善。制定出台干部定期健康检查制度,组织对全县干部进行健康检查,建立个人健康档案,有针对性地开展健康知识讲座。在全县15个乡镇同步启动“五小”工程,全面完成58个村的村级组织活动场所建设,为全县202个村级组织活动场所免费安装了固定电话或“小康通”无线电话;坚持对年满60周岁、任职20年以上的离任村干部实施生活补贴制度;为农村老干部免费订阅了党报党刊,制作发放了《党务知识日历》;制定了村干部最低报酬标准,积极争取县财政增加村干部工资预算,提高村干部报酬,使乡镇和村干部的工作生活条件得到根本改善。
在总结成绩的同时,也必须清醒地看到,我们的工作还存在一些问题:一是务实不够,党建活动多而杂,一些活动只停留在形式,落实不到位,缺乏具体内容;二是成效不优,组织工作中出现的热点、难点问题没能得到很好解决,组织工作服务经济社会发展大局的效果还不够明显;三是总结不够,对一些创新工作缺乏深入挖掘,在省市有一定影响的工作很少,缺乏石泉特色;四是亮点不多,一部分乡镇和部门党组织抓党建工作的思想不解放,只停留在“照抄照搬”的水平,缺乏自主创新。这些问题与县委和上级组织部门的要求还有差距,与十七大对党的建设提出的新要求不相适应,我们必须高度重视,并采取有效措施切实加以解决。
二、深刻领会党的十七大对组织工作提出的新思想、新任务、新要求,以改革创新精神全面推进我县组织工作
党的十七大对以改革创新精神全面推进党的建设新的伟大工程提出了“一条主线、五个重点,一个目标、六项任务”的总体部署,结合我县实际,XX年全县组织工作要认真贯彻落实党的十七大和县委十三届二次全会精神,以党的执政能力和先进性建设为主线,以推进思想解放和改进工作作风为重点,以“五型群体”(发展型班子、服务型组织、创业型干部、技能型人才、双带型党员)建设为根本目标,以干部队伍能力工程、基层组织强基工程为载体,扎实抓好“县级领导带头作用、县直部门干部中坚作用、镇村干部堡垒作用”三个作用的充分发挥,为推动我县经济社会率先突破发展提供坚强的组织保证和人才支持。
围绕这一总体要求,我们着重要抓好以下几项工作:
(一)大力实施能力工程,着力建设发展型班子、创业型干部、技能型人才
1、以 “五型”干部队伍为重点,着力建设发展型领导班子。按照党的“十七大”和石泉率先突破发展对各级领导班子建设提出的新要求,大力培育服务发展能力强、业务工作能力强的“双强”型干部,大力选拔开拓型干部,侧重配备经济型干部,合理搭配维稳型干部,统筹安排复合型干部,提高各级领导班子执政能力。
探索实践公开选拔后备干部,坚持把基层和生产一线作为培养锻炼年轻干部的基础阵地,采取选调优秀年轻后备干部到经济发达地区挂职招商,到城建拆迁、信访维稳等工作难度大的部门经受考验,到经济薄弱村(社区)、规模企业下派磨炼,到党政经济综合部门上挂提高,到重点工作、产业建设一线主战场提能充电等措施,多渠道地遴选、多途径的锻炼,努力形成一支素质优良、数量充足、结构合理、堪当重任的后备干部队伍。加大培养选拔年轻干部、女干部、少数民族干部和党外干部工作力度,加大权力部门、关键岗位、乡镇与部门之间干部交流力度,进一步健全完善选调生教育培养管理措施,加快选调生成长。
把选、育、用、管有机结合起来,从思想、组织、作风和纪律上全面加强换届后县乡领导班子建设。深入开展“率先解放思想,推进突破发展”为主题的解放思想大讨论活动,扎实解决各级领导班子和领导干部思想、工作中存在的突出问题。坚持并完善党委领导下的重点工作领导小组体制,充分调动各套领导班子服务率先突破发展的积极性。在县直部门和乡镇机关建立“无为问责”机制,在全县形成“有错是过,无为也是过;有错要问责,无为也要问责”的理念。在县级领导中深入开展 “五联一包一招商”活动,严格执行三不准(不准领导干部下乡高接远送、不准干部参与任何形式的赌博、不准干部职工上班期间上娱乐)四规范(规范会议、文件、公务接待和新闻报道)五改进(改进干部服务态度、服务能力、服务方式、服务机制和服务质量)的要求,推进各级干部的作风转变。
2、扎实开展大规模、务实性干部培训工作,切实提高各级干部创业能力。围绕县级干部会干、部门干部能干、镇(乡)村干部实干的总体要求,进一步改进干部培训模式,拓展培训空间,继续有计划、有重点地选派各级干部到省行政学院、西北农林科技大学参加培训,到苏南地区参观学习,增强干部教育培训的实效性,努力完成“千人培训”任务。以“石泉讲堂”为载体,组织各级领导干部结合石泉经济社会发展实际搞调研、找差距、议问题、讲对策,提高各级干部尤其是领导干部应对实际问题、处理矛盾和解决问题的能力。进一步改进和完善党委中心学习组学习方式,提高中心学习组学习效果。在石泉党建开办“上党课”专栏,构筑干部教育培训的新平台。
3、进一步健全完善人才激励机制和导向机制,努力建设一支适应率先突破发展需要的技能型人才队伍。认真贯彻省委、省政府《关于进一步加强人才队伍建设的实施意见》和省委办公厅《关于坚持党管人才原则进一步完善人才工作新格局的意见》,制定石泉县关于进一步加强人才工作的实施意见,成立专门的人才工作机构,建立县委领导人才工作联系点制度,健全完善各类人才信息库,建立健全人才投身基层、一线的导向机制,全面落实提高人才待遇和保障水平的各项政策措施。坚持党政人才、企业经营管理人才、专业技术人才三支队伍和高技能人才、农村实用人才一起抓,重点要围绕新农村建设和主导产业发展,培养一大批既掌握一定基础理论,又具有较强实践技能的农村实用人才。认真落实《石泉县鼓励全民创业办法(试行)》,充分激发各级各类干部、人才创业潜能,积极鼓励党政机关事业单位工作人员创办、领办、引办各类企业,从事个体经营,从事主导产业发展,在全县形成百姓创家业、能人创企业、干部创事业的良好局面。
4、不断改进考核考评、选拔任用、监督管理三项工作机制,促进“三个作用”的充分发挥。以县级领导带头作用、县直部门干部中坚作用、镇村干部堡垒作用“三个作用”的充分发挥为目标,完善和修订领导班子和领导干部实绩考核办法,把经济发展、社会发展、和谐发展作为考核重点,坚持平时考核与年终考评相结合、年度目标责任制考评与班子成员个人实绩考核相结合、群众评议与组织考核相结合、考核结果与选拔任用相结合,推行科级领导干部年度工作实绩公示制和月评、季考、年总评的考核办法,实行科级领导干部年度考核结果公示制,积极探索建立群众代表定期民主评议党政领导干部的办法,推行工作倒逼制度和末位追究制度,激励各级领导班子和领导干部在推动全县经济社会大发展快发展中建功立业。
进一步修订完善干部选拔任用工作制度,严格按照德才兼备、注重实绩、群众公认的原则,在“三公”(公开、公正、公平)基础上,推行“四差” (差额推荐、差额考察、差额酝酿、差额票决)选人办法,健全“五项制度”(空岗预告制、署名推荐制、分层票选制、任前联审制、全程纪实制),用好的制度和好的作风选作风好的人,增强组织选人用人的公信度和群众满意度。探索提高干部考察质量的方法,试行公开选聘干部考察员,建立干部考察责任追究制。科学地运用民主推荐结果,防止和解决简单地以票取人。
进一步强化和完善党内监督和领导班子内部监督,加大对反映问题的查核督办力度,全面推行领导干部谈话预警和群众信访回复制度,进一步增强干部监督管理的超前性和实效性。制定“退二线”干部管理办法,确保“退二线”干部工作安排好、待遇落实好、作用发挥好。进一步加强对老干部工作的领导,建立定期研究老干部工作制度,全面落实老干部各项待遇。积极在社区开展老干部“一人一职”活动,为老干部老有所为提供平台。
(二)大力实施强基工程,着力建设服务型组织、“双带”型党员队伍
1、进一步健全完善党内激励、关怀、帮扶机制,不断增强党员的归属感、荣誉感和责任感。牢固树立以人为本的理念,真正重视、真情关怀、真心爱护基层党员干部。建立村干部最低补贴标准,大力推行“结构补贴”制(即基本补贴+绩效补贴+奖励补贴,基本补贴每月不低于200元,并按月发放;绩效补贴按工作实绩发放,奖励补贴年终考核后一次性发放),使村干部的务工补贴与其所承担的工作任务和工作成效挂钩,进一步激发村干部干事创业的积极性。推行支部书记、村主任 “一肩挑”,提倡村“两委”成员兼任其他村级组织负责人,从而减少职数,提高待遇。逐步探索在乡镇工作20年以上、连续担任乡镇副职10年以上且仍在任的干部享受正科级待遇和优秀村干部享受副科级待遇实施办法。健全经费保障机制,采取财政转移拨付、党费专项补助、部门帮扶资助等办法解决基层党组织经费问题。深入在党内开展“五送(为困难党员送精神、送政策、送技能、送医保、送关爱)一建”(建立关爱帮扶长效机制)活动,多方筹集资金,积极探索建立“扶贫帮困促强”基金,努力为下岗失业职工党员、生活贫困党员和老党员解决实际困难,切实形成上级党组织关心基层党组织、基层党组织关心广大党员、各级党组织和广大党员都来关心人民群众的生动局面。在实施以“五小”工程为主的干部身心健康活动的基础上,大力营造“五好”氛围(心情好、身体好、学习好、工作好、生活好),进一步加大厚待干部的力度。
2、以改革创新精神推进党的基层组织建设,切实提高基层组织吸引力、凝聚力、战斗力和亲和力。进一步深化“三级联创”,大力实施“四项工程”(即:选拔培养政治素质强、致富带富能力强的“双强型”党支部书记的“龙头工程”,提升党员干部队伍素质的“能力工程”,培养和树立具有鲜明石泉特色的典型的“旗帜工程”,提升村级组织活动场所建设水平的“阵地工程”)。采取选派后备干部担任基层组织建设指导员、抽调组织部机关干部分片指导和抓村示范、组织县直部门包联共建等措施,集中人力、物力、财力,在“两线(316国道沿线、2
10国道沿线)两区(北区、南区)”范围内,建设一批善于用示范引导、说服教育、依法工作的服务型基层组织群体,从而带动全县基层组织建设整体水平的提升。
按照“县委工作部署到哪里,党组织和党员作用就发挥到哪里;经济活动延伸到哪里,党组织就建到哪里”的思路,进一步探索“村村联建、村企联建”,设置党员学习中心户等新的党组织设置方式,充分发挥基层党组织推动发展、服务群众、凝聚人心、促进和谐的作用。建立健全城乡党的基层组织互帮互助机制,积极采取对口帮扶、结对共建等多种形式,组织县直部门对一村一品村从人、财、物上给予重点支持。
按照“无党员抓发展、有党员抓组建、有组织抓规范、规范后再拓展”的思路,扎实抓好新经济组织和新社会组织的党建工作,做到应建尽建、建则建好。要及时理顺改制企业党组织党员关系,健全领导班子,确保党组织全面覆盖和规范运转。扎实抓好四个农村社区和向阳、北街社区示范点建设,统筹抓好机关、事业单位党的工作。
以加强村级干部队伍建设为重点,大力推进村级组织工作规范化。采取在全县公开招聘贫困村支部书记、在大专毕业生中公开招录社区干部、选派优秀年轻后备干部和退二线干部到村(社区)任职等措施,切实选好“一能人”、配强“一班人”、培养“一批人”、富裕“一村人”。注重在外出务工人员中选拔懂科学技术、会经营、善管理、经过市场经济大潮锻炼的村级后备干部,改善农村基层干部队伍结构。深入开展向郭孝义、陈分新、吴祥义等先进典型学习活动,大力培育富有石泉特色的先进典型。制定《石泉县村、社区干部选任管理办法》,健全村(社区)干部选任、管理、考核制度。全面推行以 “五步工作制度”为主的议事、决策、办事监督和考评制度,充分组织党员参与党内及村级重大事务。
以实施村级社会公共事务设施建设项目为契机,按照“一村一中心、一村多中心、多村一中心”的模式,配套搞好村级组织活动场所达标升级工作。全面启动农村党员干部现代远程教育工作,确保年内完成平台建设任务。
进一步健全完善县、乡(镇)党委和部门党委抓基层党建工作责任制,树立“全党抓支部、工作到基层”的管党理念,加大考核力度,兑现奖惩措施,把管党责任制的履行情况同“一把手”的切身利益真正联系起来,切实增强“一把手”管党的责任意识和工作自觉性。
3、不断创新活动载体,充分调动党员发挥主体作用和带头作用的积极性、主动性、创造性。进一步巩固先进性教育活动成果,不断规范、完善、深化党组织和党员 “双承诺”及承诺销号、无职党员设岗定责、机关事业单位党员“双向管理”等活动,深入开展流出党员“八个一”(信息一张卡、年初一培训、半年一汇报、带动一帮人、好事一件实、慰问一封信、腊月一座谈、管理一协议),流入党员“四个一”(报到一证书、传授一技术、引进一项目、带富一帮人),离退休党员“一人一职”活动,使每个党员不论职务高低、能力大小,都能够从自身条件出发,采取适当方式,在帮助群众解决生产生活实际困难中发挥作用。健全考评和激励办法,把党员联系和服务群众,发挥“双带”(带头和带动)作用的情况作为民主评议和考核评优的重要内容。切实尊重党员主体地位,保障党员权利,提高党员主体意识,加强党员教育培训,增强发挥主体作用的能力。以县农广校、职教中心、党校和村党员活动室为平台,加大对农村党员干部的教育培训,增强农村党员干部的 “五带头”(带头发家致富、带头发展产业、带头兴办支持公益事业、带头扶贫帮困、带头移风易俗)的能力。继续做好发展党员工作,建立一支数量充足、质量较高的党员队伍。
(三)以“解放思想、树组工干部新形象”主题实践活动为载体,全力打造 “五可型”组工干部队伍
1、深入学习贯彻十七大精神,进一步创新组织工作理念。坚持把学习贯彻十七大精神作为组织部门自身建设的首要任务,做带头学、认真学、持久学、深入学的表率。坚持边学习边贯彻,准确把握十七大对组织工作的科学定位、整体布局、重点任务,进一步创新组织工作理念,牢固树立“抓组织工作就是解放和发展生产力” “组织部也是科学发展的促进部、组织部也是全面小康社会的建设部、组织部也能为人民谋幸福”的理念,不断用发展的眼光推进组织工作,使组织部门成为创新思维最活跃、创新动力最强劲、创新成果最显著的部门。
2、以解决组工干部队伍存在的突出问题为重点,全力打造“五可型”组工干部队伍。按照中省市组织部门的安排部署,结合开展“讲党性、重品行、做表率,树组工干部新形象”学习实践活动,认真对照检查、深刻查摆问题、追溯问题根源、寻求破解良策,疏通与群众、与基层组织广泛联系的渠道,着力塑造一支“五可型” (乐于奉献、真诚待人的可亲型,公道正派、唯才是举的可信型,求真务实、创新进取的可敬型,清正廉洁、淡泊名利的可靠型,埋头苦干、甘于奉献的可歌型)组工干部队伍。
3、大力加强机关科学化、规范化、制度化建设,进一步树立组工干部新形象。坚持以人为本、以干部为本的取向,围绕如何把为党员、干部、人才服务的事情办得更快、办得更好去改进组织工作运行机制,实现政务提速、服务提质。建立健全机关干部岗位目标责任制和考核奖惩激励机制,制定组工干部包抓“两线两区”示范村建设工作制度,坚持并不断完善首问负责、最后把关、月工作实绩公示、股室值周等效能建设制度,确保把组织部门建设成为党性最强、作风最正、纪律最严、工作一流的部门。
三、统筹兼顾,狠抓落实,确保全年工作任务顺利完成
今年我县组织工作目标任务已经明确,关键是要认真抓好落实。各级党组织和党务工作者要进一步增强抓落实的紧迫感和责任感,以饱满的工作热情,科学的工作方法,扎实的工作作风,出色地完成今年组织工作的各项任务。
一是要服务工作大局。组织工作作为党的建设的重要内容,必须把自觉服从服务于全党的工作大局和县委的中心工作,推进率先突破发展作为重要的价值取向。这就要求各级党组织和党务工作者要克服单纯就组织工作抓组织工作的思维定势,牢固树立发展至上的理念,自觉把组织工作放在经济建设的主旋律中去审视,放在县委的中心工作大局中去把握,放在当前组织工作面临的难点、热点、重点问题中去谋划,使组织工作始终处在高层面、宽视野。通过加强党的建设和组织工作,促进我县经济社会发展目标的实现。
二是要提高工作效率。今年组织工作任务十分繁重,这在客观上就要求我们要进一步转变思想观念,改进工作方法,努力在提高工作效率上求突破。要找准“上情” 与“下情”的结合点,把调查研究作为发现问题、解决问题的重要手段,全面了解基层和群众的真实情况,广泛听取基层党员干部的意见和建议,准确掌握工作中的薄弱环节和不足,从而使我们的工作更具有针对性和实效性,收到事半功倍的效果。要创新工作思维,改进工作方法,对一些长期没有得到有效解决的重点、难点问题,要敢于突破传统的思维定势,换一个角度去思考、换一个途径去探索、换一个思路去解决,大胆地试、大胆地闯、大胆地干。要统筹兼顾,树立精品意识,各乡镇、各部门要立足实际,选准1至2项工作作为突破口,集中力量做精做细、做出特色,通过塑造精品来提升工作档次。要加大组织工作的宣传力度,要充分运用各种媒体及时反映工作动态,推介先进经验,宣传先进典型,创造良好的舆论氛围。
三是要狠抓工作落实。领导能不能切实担负起责任,主动发挥其作用,是各项工作能否得到贯彻落实的关键。各级党组织特别是主要负责人要保持高度的政治责任感、足够的领导精力和良好的精神状态,把组织工作摆到重要位置,进一步完善一级抓一级、层层抓落实的责任制度,切实做到思想到位、精力到位、措施到位、工作到位、检查考核到位。分管领导和党务工作者要对照今年组织工作的各项目标任务,结合本乡镇本部门实际逐项确定工作目标,强化工作措施,扑下身子抓落实,自觉做到说实话、务实事、求实效。我县“以联系群众、改进服务”为主题的作风建设活动已经全面铺开,希望大家都能够在抓落实中检验作风,在抓落实中改进作风,在抓落实中展现作风。
同志们,今年的组织工作任务十分繁重,我们要在县委的正确领导下,紧紧围绕全县工作大局,以饱满的热情、创新的精神、扎实的作风,出色地完成今年各项工作任务,为推动石泉突破发展作出新的贡献!
