同志们:
今天召开的城镇建设暨“三城同创”动员大会,是今年条线会议中压力很重、任务很多、影响很大的会议之一。之所以这么说,是这次会议之后,我们就要展开一场声势浩大的“人民战争”,推动暴风骤雨的“城市革命”,进行荡旧涤新的“精神洗礼”。刚才,李县长做了一个很好的报告,对过去五年的城建工作进行了全面总结,对当前和今年一段时期的城建暨“三城同创”任务作出了详细部署,我完全赞同。五个单位作了表态发言,讲得都很好。大会还进行了颁奖,在此,我代表县四套班子向受到表彰的先进集体和先进个人表示热烈的祝贺,向在城市建设中付出心血、作出贡献的各界人士表示衷心的感谢!
五年来,城建一条线的同志倾情奉献、大干一场,付出了异常艰辛的努力,成就了令人赞叹的功绩。一是发生了显著的变化具有说服力。空间变得更大,新拓展了北片区,城市面积从23平方公里增加到50平方公里;功能变得更完善,新建功能配套性项目10多个、城市道路20多条、大型三产服务业项目30多个;高楼变得更多,高层小高层达110幢;特色变得更加鲜明,新建5个开放式亲水公园和两条沿河风光带,新改造提升16个城市节点广场,城市绿化覆盖率达到40% “水绿”已成为县城最显著的特色;人气变得更旺,县城常住人口从18万人增加到26万人。二是创造了不凡的业绩具有感召力。无论是到过滨海的上级领导,还是首次来滨的客商嘉宾,都慨叹我县这几年城市建设布局好、手笔大、速度快、面貌新,表扬和认可是对智慧的赞许、付出的肯定。在中市路拆迁过程中,城建人超前谋划、精心运作出现了市民竞相拆迁、连夜排队等待拆迁的感人场景,是滨海科学拆迁、和谐拆迁、惠民拆迁最真实的写照;城建城市规划展览馆建设时间紧、任务重、要求高,但仅用了36天就全部完成了2600平米的建设任务,创造了新的滨海城建速度。几年来,城建人无论面对什么形势、面临什么困难,都不畏艰难、勇打硬仗,都“五加二”、“白加黑”,都坚持打造精品、精益求精,圆满和出色的完成县委、县政府下达的各项城建工作任务,在全县各条战线中起到了表率作用、示范作用、带动作用;三是作出了突出的贡献具有影响力。改善了民生,市民的生活休闲更加方便,住上雅静的小区,出门有宽敞的马路,购物有诸多可以选择的大型超市,休闲娱乐有多个公园、多种茶餐厅和体育馆,待客有多家三星级以上宾馆,等等;提升了形象,城市是区域的窗口,县城的巨大变化改变了大家对滨海落后的印象,对滨海的赞誉越来越多、越来越高,现在呈现在人们面前的是一个充满活力、生机无限的崭新滨海;提供了资金,通过经营城市,县城土地均价由06年初的20万元/亩提升到目前的150万/亩,最高地价由06年的25万/亩提升到目前的300万/亩,城投公司共融资7.36亿元,为滨海港开发等县内重点项目、重要工程的顺利实施提供了资金保障,如果没有这些资金的有效保障,仅就港口来说,不可能出现目前这般大好形势。
回味过去,我们有诸多的收获和体会;展望未来,我们有更多的期待和梦想。站在新的起点上,我们就要以新的定位、新的目标、新的追求。下面,我就今后一阶段的城镇建设暨“三城同创”工作再提三点意见:
一、紧紧围绕“建成全国知名水绿新县城”的目标,来谋划五年的城市发展
城市建设永远是县域经济社会发展的重头戏,过去的滨海,城市建设在工业化进程中发挥了不可替代的作用,未来的滨海城市建设仍然会是加快城镇化、推进工业化的主角。因此,紧紧围绕“建成全国知名水绿新县城”非常必要至关重要。一是从宏观形势看,尽管目前CPI同比上涨,预期会高位震荡,但是我国既定的城市化方向短期内不会变,城市化作为我国经济再次腾飞的重要源动力,绝不会因为当前宏观经济出现不稳定因素而改变,城建工作施展的空间十分广阔;国家稳定楼市的方针短期内不会变。房地产是我国的主导产业,涉及到40个行业,国家不可能、也决不允许再让房地产大起大落,危及和绑架宏观经济;改善民生的取向短期内不会变,“惠民”是国家“十二五”规划的基本基调,城建工作与民生息息相关,因此只会加强,不会削弱,只会趋于更加合格,不会任由情况随意发展。二是从小康指标看,在全面小康四大类18项指标中,与城建直接相关的就有城市化率、城镇人均住房建筑面积、城镇人均拥有道路面积、城市绿化率等6项,权重占到25%,其中的5项指标,实现预期目标压力不大,目前我县缺口最大的是城市化率,低于小康目标值达9.2个百分点。只有加大投入力度、加快建设进度,才能如期实现“三年全面小康,五年挺进百强”目标。三是从县情实际看,把“十二五”末建成全国知名水绿新县城作为既定的目标,准确把握城建工作的节奏,2013年完成沿海高速县城、蔡桥两个互通直接相连,全面启动东片区生态新城建设,加大风光带、景观带、广场建设和节点打造,注重城市生态湿地和园林绿地建设,全面彰显“水绿”城市特色。逐步平衡“哑铃型”港城、县城的东西呼应,使滨海城市面积扩大到120平方公里、人口增加到40万人以上,城市化率确保45%,力争50%,绿化覆盖率和绿地率分别达45%和36%,更加充满活力、彰显特色、具有现代气息。
二、紧紧围绕“三城同创”各项工作要求,来启动四年的创建任务
人们向往园林、讲究卫生、崇尚文明是社会进步的标志,把“三城同创”作为促进我县经济社会发展、全面建设小康社会的重要载体来抓,不是权宜之计、不是凭空想象,而是一项长期的战略部署。一要使滨海的“绿色”主题越发鲜明。开展“三城同创”,不是一蹴而就的事情,需要一个渐进的过程,我们计划2011年达到省级园林城市标准,把“水绿”特色放在最紧要的位置,干道及公共绿地要见缝插绿,主要是迎宾大道、海滨大道、港城路、阜东北路、风鸣路等道路的绿化带增绿、行道树补植。南湖广场、师苑渠风光带、204国道景观带,根据景观要求,加大绿量,增植大乔木、花灌木,多年生草花,提高城市绿化品位;单位和居住区绿化要逐步创优,对已建居住区和单位严格进行普查,对绿化不达标或绿化品味低的,对照标准及时“补绿”,年内争创省级15个园林式庭院单位和省级10个园林式居住小区;节点绿化建设要加快改造,重点搞好景湖路与育才路交叉处绿地建设、育才西路三角绿地建设、阜东社区小游园建设、204国道入城口大牌向北至海滨大道增绿、丁字港桥头增绿、凤鸣路与204国道交界处绿地改造、阜东广场和迎宾广场四周增绿、润港路绿化带增绿、育才东路行道树更换、S327绕城段增绿工程;道路绿化建设要强势重推,按照规划及创建标准要求,完成国省道沿线及乡际道路两侧绿化的补植和增绿工程。确保新增绿地面积100万平方米以上,绿地率提高1.5个百分点,绿化覆盖率提高1.5个百分点,人均公共绿地达8.2平方米平方米。二要使滨海的“健康”内涵更加丰富。按照省级卫生城市的要求,
